John Luttig, father of American Veronica Bowers, who was mistakenly shot to death when the Peruvian Air Force fired on the missionary plane she was flying in during an antidrug program in 2001. In February, the U.S. Justice Department said it was dropping an investigation of the shooting, and that the CIA employees who approved the shooting, now in senior positions, would not be charged.
