God doesn't just start building arbitrarily or randomly. He "foreknows" where, or in whom, He'll work. A site is chosen. Then the plans for that site are stated. God intends to develop a person modeled after His Son. Jesus is not to be the only child of God's love. He's to be the firstborn of many brothers. God plans many similar developments.
Nothing can be built in most communities without numerous preliminary phone calls. One must call and obtain positive responses from contractors, suppliers, zoning boards, building inspectors, lawyers, and city officials.
When God "calls" us, he sends His Word by His Spirit into our hearts so we can respond to Him. If the calling of the Holy Spirit didn't occur, no spiritual development could proceed. Our hearts would be cold, hard, and hostile to God if the Spirit didn't work to prepare them for the development God intends. The Spirit warms our hearts toward the Father so that we can accept God's plans. How appropriate it is to say that we are "called," that God sends his voice into our hearts by His Spirit to prepare us for the work He'll do at that site.
