At leadership conferences, most messages are geared to people already in leadership positions. I can't remember a speaker ever saying that God might not choose as leaders the kinds of people who go to big conferences.
But Moses was taking care of sheep and probably not thinking about leadership when God tapped him. When Samuel went to anoint a new king for Israel, no one thought of David. Even his own father paraded seven sons past the prophet but left their kid brother, the future King David, out with the sheep. When God wanted to impact the city of Nineveh, he chose Jonah to lead this effort even though the first thing Jonah did was run away. When a leader was needed to bring the gospel to the Gentiles, God selected Saul of Tarsus—as unlikely a choice in that day as Saddam Hussein would be in ours!
God never selects leaders who are incapable. But look through Scripture and church history. His picks often aren't the most qualified, the best placed, or the most interested. Sometimes His picks resist the leadership mantle. But all He chooses are sensitive to His voice and eventually open to His leading.
